Featured Conference Workshops: Parcel Fabric & Track 3: Imagery

Workshop #3: Performing "Cadastral Like" Parcel Mapping: Featuring Doug Avoles (GIS Analyst - St Croix County) and Laurence E Johns (VP WI County Surveyors Association)  

This workshop will cover a range of topics involved with “Cadastral Like” parcel mapping.  Johns and Avoles will share their knowledge and many years of experience working with the PLSS, subdivision plats, Certified Survey Maps (CSMs), maps of survey, the WI geodetic control network, and the nuances of performing detailed “Cadastral Like” parcel mapping.  Key concepts, rules & regulations, WI Statutes & Case Law pertaining to: road right-of-ways, dedications, riparian rights, senior property rights, mapping of old original plats, order of precedence will be covered.

Doug Avoles has been a Land Information Officer in Monroe & Vernon Counties, worked as a GIS Project Manager for Applied Data Consultants, and the last 3 years he has been the GIS Analyst for St Croix County.  He has 30 plus years of experience performing GIS based parcel mapping in Wisconsin.  Over these years he has had the pleasure of building relationships, engaging with, and learning from a long list of land information professionals – other LIOs, County Surveyors, Professional Land Surveyors, WI DOT right-of-way specialists, a variety of State land record custodians, Real Property Listers, Register of Deeds, as well as many private and public sector real estate professionals.  During his career he has acquired extensive knowledge of working with land surveys, CSMs & subdivision plats, highway plats, and interpreting real property legal descriptions.
Laurence E Johns III, PLS, EMT grew up in California, a much different area than Wisconsin! Much more mountainous.  He was an Artillery Surveyor in the US Army from 1974 to 1988.  He moved to Wilton, Wisconsin in 1997 and worked for a private surveyor out of Sparta in Monroe County.  He has been a Licensed Professional Land Surveyor (PLS) since 2007 and has owned and operated a private surveying business since that time. He became the part-time Vernon County Surveyor in 2015 & was made the full-time County Surveyor in 2019.  He currently serves as the Vice-President of the Wisconsin County Surveyors Association.

Workshop #4: Introductory Level ArcGIS Pro Parcel Fabric - Panda Consulting
This half-day workshop will provide an introduction to the functionality, structure, implementation options, and workflows in ArcGIS Pro Parcel Fabric. With the workshop, a download link to a sample parcel fabric and project file will be provided for demonstration and a work-along experience for attendees. If the attendees wish to participate in the workshop, they must provide a laptop containing a fully licensed copy of ArcGIS Pro 3.x or above. Several parcel maintenance workflows will be demonstrated and explored to understand the workings of the Parcel Fabric."

Presenter Frank J. Conkling, the proprietor of Panda Consulting, a GIS Professional Services company established in 1998, holds a recognized expertise in GIS, Surveying, and Mapping technologies, particularly in mapping various land ownership interests.

Since 1974, Frank has been actively involved in GIS and parcel mapping, contributing to developing and implementing some of the nation’s most effective GIS systems and highly accurate land ownership databases.
